Empowering Landless Women Farmers: Karnataka’s Bhoo Odetana Yojana 2025-26

The Karnataka state government has unveiled a transformative welfare program titled “Bhoo Odetana Yojana” (Land Ownership Scheme) for the financial year 2025-26. This ambitious initiative is designed specifically to support landless women agricultural laborers from Scheduled Castes (SC) and Scheduled Tribes (ST) communities by helping them purchase agricultural land at a subsidized cost.

Why This Scheme Matters

For decades, landlessness has been one of the major factors contributing to poverty among marginalized communities. The Bhoo Odetana Yojana aims to empower landless women by making them landowners—giving them security, dignity, and the opportunity to pursue independent farming.

This land ownership not only uplifts individual families but also strengthens the rural economy and reduces dependency on landlords.

Objective of the Scheme

The scheme seeks to:

  • Provide financial support to landless SC/ST women agricultural laborers.
  • Enable them to purchase agricultural land with a significant government subsidy.
  • Encourage self-reliance and improve the socio-economic status of women in rural areas.

Subsidy Details

Under the Bhoo Odetana Yojana:

  • The total unit cost can be either Rs. 25 lakh or Rs. 20 lakh, depending on the land.
  • 50% of this cost is provided as a subsidy by the respective welfare corporations.

This means:

  • For land worth Rs. 25 lakh, the beneficiary gets a subsidy of Rs. 12.5 lakh.
  • For land worth Rs. 20 lakh, the subsidy is Rs. 10 lakh.

The remaining amount will be arranged through a low-interest loan (6% annually), which the beneficiary can repay in easy installments.

Who Can Apply?

Eligible applicants must:

  • Be women belonging to Scheduled Castes or Scheduled Tribes, including all sub-castes.
  • Be landless agricultural laborers.
  • Be aged between 21 and 50 years.
  • Possess an annual income certificate, caste certificate, and landless status certificate.

Applicants will need to submit the following:

  • Caste certificate
  • Landless agricultural labor certificate
  • Income certificate
  • Age proof (21–50 years)
  • Ration card (family details)
  • Bank passbook (copy)
  • Aadhaar card (copy)

This scheme is being implemented through various welfare corporations based on community backgrounds:

  • Dr. B.R. Ambedkar Development Corporation
  • Karnataka Bhovi Development Corporation
  • Karnataka Tanda Development Corporation
  • Karnataka Alemari Development Corporation
  • Karnataka Adi Jambava Development Corporation
  • Karnataka State Safai Karmachari Development Corporation
  • Karnataka Maharshi Valmiki ST Development Corporation

Women beneficiaries under the jurisdiction of these corporations can apply based on their community and region.

The last date to apply is September 10, 2025. Applications submitted after this date will not be considered for the current financial year.
